This guidance is intended to help operators who manufacture or store any explosives (including fireworks) in excess of top-tier COMAH quantities, to fulfil their responsibilities for the risk analysis or 'predictive' aspects as required in the preparation of safety reports by the COMAH regulations.

This guide has been written to help assessors to evaluate safety reports written for installations that manufacture or store explosives (including fireworks) to decide whether these reports meet the 'predictive' criteria specified in the COMAH regulations.  To this end, the document provides an interpretation of the predictive criteria, as well as background information on explosives hazards.
