Sector (CACTUS)
HSE's Commercial and Consumer Services, Transportation and Utilities
Sector consists of five separate sections which deal with a diverse range of
industries. These industries contain over half the UK working population and
include:
- road haulage
- hospitality
- fairgrounds
- utilities (e.g electricity generation/transmission/distribution and
domestic gas)
- docks and air transport.
CACTUS staff are based in offices around the country, with an
administrative base in the Glasgow office. CACTUS is responsible for all
health and safety enforcement issues in the industries it covers, including:
- developing and helping deliver HSE's plan of work for CACTUS
industries;
- developing industry specific strategies to meet the Government's
Revitalising health and safety targets to reduce injuries and
occupational ill health;
- monitoring the health and safety performance of the industries;
- providing support, advice and guidance at a national level to HSE
inspectors, and supporting local authority EHOs through the Enforcement
Liaison Officer Network;
- working with key industry stakeholders (eg trade associations, trade
unions and other intermediaries) to improve health and safety;
- developing and implementing a field project on transporting and
delivering goods in key industries, such as transport, internet and
catalogue delivery, and food and drinks delivery;
- liaising nationally with other enforcing authorities, and other
Government departments and agencies, eg the Civil Aviation Authority (CAA),
DTI's Engineering Inspectorate and Maritime and Coastguard Agency (MCA);
- producing industry specific guidance and disseminating good practice
along with industry stakeholders;
- working with national and European bodies to develop standards (eg CEN
standards)
