Step 1.1

For: Line manager / Inspector

Has a dutyholder been selected?


The selection of duty holders for inspection should:

  • support HSE’s strategic programmes and projects
  • follow the criteria for selection laid down in specific Directorate/Divisional instructions for the current work year

Step 1.2

For: Line manager / Inspector

Have the inspection issues/topics been selected?


The selection of inspection issues/topics should:

  • reflect the priority topics and key issues identified in HSE’s strategic programmes and projects
  • address the specific topics and issues integrated into Directorate/Divisional operating plans
  • be linked to the duty holders selected for inspection

Step 1.3

For: Line manager / Inspector

Has the inspection type been selected?


Where applicable

  • apply the inspection technique stipulated in the Directorate/ Divisional plan of work

Where this is not the case consider the following factors:

  • the size of the organisation and the number and location of separate operational sites
  • the degree of involvement in high hazard/risk activities
  • the degree of organisational and/or process complexity

And select the most appropriate inspection technique to suit the circumstances:

  • taking into account the resources available to HSE

Has the inspector been decided?


Where normal Directorate/Divisional allocations have not identified the inspector:

  • a competent inspector/team leader should be nominated
