When planning to undertake an Environmental Impact Assessment, there is an optional stage where the licensee may request from HSE an opinion on what the environment statement should contain. This is called a Pre-Application Opinion (PAO). In such a case, the licensee must provide information (usually in the form of a scoping report) on which HSE will base its opinion.
HSE has prepared the following Pre-Application Opinion on the content of the Environmental Statement for the decommissioning of Wylfa Nuclear Power Station.

Regulation 13 of EIADR apply to all decommissioning projects that began after the regulations came into force (19 November 1999) and to existing decommissioning projects that commenced prior to 19 November 1999 that are subject to a change or extension, which may have significant adverse effects on the environment. In cases where a project is subject to such a change, the licensee must apply to HSE for a determination as to whether an environmental impact assessment is required.
HSE has made a determination under regulation 13 of EIADR that an Environmental Impact Assessment is not required under those regulations for the change to the decommissioning project at Berkeley Nuclear Power Station.
