Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Chapelcross Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at Chapelcross Power Station. These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm. Site Inspectors of HM Nuclear Installations Inspectorate normally attend SSG meetings and will be happy to respond to any questions raised there or subsequently by members of the SSG. Routine matters

Compliance with Site Licence conditions

Routine inspections continued throughout the period to check compliance with the conditions attached to the Nuclear Site Licence.

Progress continued to be made on removing radioactive waste that has accumulated on the site, and on the provision of a radioactive waste processing facility.

Incidents on site

The management and recording of events that occurred on the station during the period were inspected. Most of the events were relatively minor, although one is highlighted below.

On 13 September 2006, a 3.3kV air circuit breaker failed catastrophically. Although the damage was contained and no one was harmed by the incident, it was reported to HSE as a dangerous occurrence, as required, under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR). The Site Inspector undertook initial enquiries to determine the causes of the incident and the licensee’s response.

Non-routine matters

Fuel route improvement/defuelling project

Modification work continued on the upgrading of the fuel route discharge machines and associated plant, and our assessment work on related matters continued. The upgrade work was on programme at the end of the quarter.

HMNII undertook an inspection at Chapelcross of the electrical systems and the quality assurance arrangements.

Decommissioning

The environmental management plan, which was provided by MEL is being assessed by HMNII.

Emergency arrangements

HMNII has had discussions with MEL on changes to its emergency plan to cover the following:

Both changes will be incorporated into one update of the plan that will require formal approval from HMNII before implementation.

Regulatory activity

Site Licence:

The Inspectorate has powers under the Nuclear Site Licence to issue regulatory documents collectively termed Licence Instruments. These Licence Instruments are issued under the licence conditions and arrangements and include Consents, Approvals, Directions, Specifications, Notifications and Agreements. No licence instruments were issued during the quarter.

Under Health and Safety Legislation the Site Inspector, or other HSE Inspectors, may issue formal notices to secure improvements to safety. No such notices were issued during the quarter.
