Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public.  It is for distribution to members of the Hinkley Point A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hinkley Point A Decommissioning Site.  These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm.  Site Inspectors of HM Nuclear Installations Inspectorate (NII) attend SSG meetings and will be happy to respond to questions raised there by members of the SSG.  Any other person wishing to inquire about matters covered by this report should contact the HSE’s Nuclear Directorate on 0151-951-4103.

Routine matters

Two site visits have been made during this quarter:

Nuclear Safety

Licence Condition planned inspections - Over the quarter, there were no planned inspections of licensee’s arrangements under Licence Conditions because of the volume on non-routine activity.

Conventional Safety

There were no planned inspections of conventional safety issues because of the volume on non-routine activity.

Non-routine matters

Reactive inspections of significant issues were undertaken as follows:

NDA funding - There have been meetings between NII and NDA & HPA to discuss future funding arrangements. At the time of writing, some uncertainties remain for the next and subsequent financial years. NII has some concerns with regard to this uncertainty, but recognizes that the licensee is working hard to undertake a prioritization exercise to minimise the potential detrimental effects for safety and progress of decommissioning.

There have been 3 Lost Time Accidents over the reporting period, none of which had nuclear or radiation implications. Two of these were very minor and the third was minor but could potentially have been quite serious. The latter has been addressed by improvements to procedures – although it happened in the Turbine Hall and this work is now complete anyway. All 3 events constituted inadvertent poor care and attention by the workers themselves.

Regulatory activity

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions.  In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence. 

No such regulatory activity has taken place during this period.
