This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hinkley Point A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hinkley Point A Decommissioning Site. These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm. Site Inspectors of HM Nuclear Installations Inspectorate (NII) attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. Licence Condition planned inspections – Planned inspection of LC36 safety submission documents prior to entry to "shadow working". Magnox Electric Ltd is intending to be split up into two companies, Magnox North and Magnox South. Hinkley Point A site will go to Magnox South. This will involve re-licencing the site, which is a significant regulatory activity requiring safety submissions from the licensee to justify the organizational change under licence condition 36.
Prior to re-licencing taking place, HSE has insisted on 6 months "shadow working" to test whether the new organizational arrangements will work. Prior to entry into "shadow working", the licensee has made several safety submissions to HSE that are currently being inspected. Mr Ford inspected those submissions that relate to Hinkley Point A site-specific issues and found no reason to prevent the site moving into "shadow working". This finding is subject to corporate level inspections that HSE is also undertaking.
LC36 – Control of Organizational Change
There were no planned inspections of conventional safety issues because of the volume on non-routine activity.
Electrical incident, HSE investigation – This incident prompted an investigation by an HSE electrical safety inspector and was reported in the last report to the SSG. The inspector has monitored progress against the issues raised by the investigation there have been extensive discussions with the licensees lead team and contractor company involved. Given the progress and clear intent of the licensee to address the issues raised, HSE decided to take no further formal regulatory action in addition to the letter already sent. There will be a follow-up on-site inspection in November.
The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
No such regulatory activity has taken place during this period.
