HSE’s Interactions with MOD

An inspection protocol, the MOD HSE General Agreement, sets out how HSE and MOD interact. Effectively, HSE has full access to all of MOD’s sites and activities in GB. A parallel agreement operates with the USAF (the US Visiting Forces Agreement), but allows a lesser degree of access. Both these Agreements can be found in Chapter 8 of Volume 1 of the MOD’s Health and Safety Handbook. In parallel with the Fire and Police services, HSE recognises the need to balance risk and realism in training (and operations) with the legal requirement to comply with health and safety legislation.
